A thin primary review sets up a failed secondary review
Your agency’s internal review is the first test. Most fail it.
Before the MPC reviews most workplace decisions, the applicant must first apply to the Agency for primary review. The quality of that primary review shapes what happens next. A primary review that engages seriously with the complaint, tests the evidence, and documents the reasoning can resolve matters. A primary review that dismisses concerns with minimal engagement pushes the matter up to the MPC, often with a weaker Agency record.
The MPC has been explicit: primary review is designed to deal with less serious matters quickly and informally, resolve issues before they escalate, and identify emerging systemic problems. Primary reviewers who treat the process as administrative, rubber-stamp denial, minimal reasoning, undermine both the applicant’s rights and the Agency’s position on secondary review.
