The MPC’s new promotion review model reviews the entire selection process. That means the evidence standard is not just the selection report, it is the full audit trail.
A compliant round generates, at minimum: the position description and work-related qualities brief; the Gazette notice and advertising record; panel composition and conflict declarations; the process plan; all assessment instruments, including interview questions, written task brief, and rating scales; contemporaneous interview records; individual panel member notes; the deliberation record; referee records; the selection report with reasoning against each quality; and the notification records.
Build this evidence as the round runs, not in retrospect. A round documented in real time is a round that survives review. A round reconstructed after the fact is a round that does not.
