How do you assess someone against a Work Level Standard?
The Work Level Standard tells you what to assess, not how.
The APS Work Level Standards define the expected capabilities at each classification. They are the backbone of consistent assessment, and they are often used loosely.
The WLS tells you what the role requires at its classification. It does not tell you how to evidence those requirements in a one-hour interview. That translation is the panel’s job. For each relevant WLS element, contribution, judgement, independence, stakeholder management, complexity, the panel must design an assessment step that generates observable evidence.
A candidate “meets the EL1 WLS” is not an assessment. It is an assertion. The assessment is: on this element of the WLS, the candidate demonstrated specific evidence at a specific standard, compared to other candidates.
