Assessing with AI tools: what the panel still owns

The algorithm scored them. The panel is still accountable.

Automated shortlisting, AI-assisted resume screening, and interview scribing tools are now common in Government recruitment. They do not transfer accountability.

The APSC is direct: if Agencies use automated tools, they must understand what work-related qualities the tool is assessing, whether the assessment method is sound, and how algorithmic biases are mitigated.

That is three distinct tests. What does the tool measure? Does it measure it validly? And what bias-mitigation evidence does the vendor provide? A tool that scores “communication” by counting words is not assessing communication. A tool trained on historical APS hires will reproduce historical patterns.

The panel signs the selection report. The panel carries the decision. The panel must be able to defend every tool used in reaching it.

For every AI tool in your round, document: what it measures, how it was validated, and how bias was tested.
