IPP applies to technology, not just construction
If you’re buying software, the Indigenous Procurement Policy applies.
A common misconception: the Indigenous Procurement Policy applies primarily to labour hire, construction, and professional services. It does not. The IPP applies to all goods and services procurement, including software licences, SaaS subscriptions, and technology platform services.
The policy has three mechanisms: mandatory set-asides requiring Agencies to approach Indigenous suppliers exclusively for certain contracts, minimum spend targets as a percentage of total procurement, and supplier use targets incentivising engagement on smaller contracts as well as large ones.
Indigenous-owned technology businesses have historically been underrepresented in Government ICT procurement because they were underrepresented in the technology sector broadly. That is changing. Agencies now have genuine Indigenous supplier options in categories where none previously existed.
