Running a bullet-proof Government hiring panel: a guide for panel chairs
The chair isn’t the tiebreaker. The chair is the process.
The panel chair is the custodian of merit. Five responsibilities make the difference.
First, align the panel on work-related qualities before the ad goes out. Second, lock the process plan, stages, sequencing, decision points, conflicts, in writing. Third, run a disciplined deliberation, where each candidate is assessed against each quality, not against a gestalt impression. Fourth, police language, “fit,” “polish,” “feel,” and redirect to observable behaviour. Fifth, own the selection report. It is the panel’s evidence on review.
A defensible round is not an accidental one. It is a chaired one. Panel chairs who carry all five responsibilities produce rounds that survive MPC scrutiny, and more importantly, produce the right hire.
