Selection reports that show conclusions without reasoning

"Candidate A was strongest" is not a selection report.

The MPC’s review model examines the selection report directly. Reports that record the panel’s conclusion without showing the reasoning behind it cannot demonstrate that merit was the primary consideration, because there is no visible evidence chain.

A defensible report shows, for each work-related quality: what was assessed, what evidence was gathered from application, interview, written task, and referees, how candidates compared against each other on that quality, and how the panel reached its conclusion. The report is not a summary, it is the evidence record the MPC reviews.

Reports that are thin at drafting stage are not recoverable at review stage. The MPC considers only information that was available to the original panel and decision-maker.

Use a selection report template with an evidence section per work-related quality, and require reasoning, not conclusions.
