The human review step
The AI drafts. The human approves. That’s the governance.
The design principle that makes AI transcription appropriate for Government interview records is simple: the AI produces a draft, a human approves the final record. This is not a workaround for AI limitations, it is the appropriate governance model for any consequential document.
In practice, human review of a 30-minute interview transcript takes 15 to 30 minutes, still significantly faster than manual scribing. The reviewer reads the draft, corrects proper nouns and technical terms, confirms the structural record of questions and responses is accurate, and approves the document as the official record.
Once approved, the human-reviewed transcript has the same legal status as any other documented record. It is not an AI record, it is a human-approved record produced with AI assistance.
