Every artefact. Every declaration. Every question. Every note.
The MPC’s review can examine evidence relating to any part of the selection process: the job description and advertisement, the panel composition, conflict of interest declarations, interview questions, assessment tasks, the notes and transcripts of interview proceedings, the scoring and assessment methodology, and the selection report.
Each element is potentially in scope. An MPC review is not a sampling exercise, it is an end-to-end examination. The test for each element is whether it complied with the merit principle and the Directions, individually and as part of the whole.
The most common grounds for a finding of non-compliance are not that the wrong person was selected, but that the process cannot be shown to have complied. Inadequate documentation is the single largest contributor.
